A single key or selected keys on a pad ?
This could be done on a multi sample, but not a plugin, a plugin only gives audio outs, so the plugin would have to give audio outs for every key you wanted to effect differently.
So short answer no, Long answer PITA.
But like i say, you could create a multi sample, put each sample on its own pad and treat the step editor as a piano roll (Fair bit of guesswork, unless you play everything via external MIDI then its fine) or use a MIDI loopback from a 3rd party app, something like AUM (Cant test that, i don't use it) then you could pipe from the piano roll back in to the multi sampled bank.
Each pad would have its own mixer channel then.
You could alternatively do it using layers, but then you would be limited to layer effects.
I have suggested to @mathieugarcia a week or so ago, that a MIDI filter could be added just below the new MIDI settings per pad, if this was the case then you could use a bunch of instances of your plugin and set key ranges per pad for the keys you wanted to effect.
