How long is first launch supposed to take?

Stuck on startup up screen (post microphone, email, notification choices) with a progress circle for at least 6 minutes so far. iPad 2017 32GB Wifi iOS 11.2.something 8 Mb internet. Holding on with bated breath!

    Delete and reinstall removed the wait altogether. Now the real work begins...
