Where can I map my hi hat pedal so that it works properly with my hi hat?

I have a Roland TD-9 drum set and I want to map my hi hat pedal so that it will work correctly with my hi hat. I wondering if anybody has had the same issues as me. Right now it has no effect on whether or not the actual hi hat is open or closed.
